The 2015/16 year brought news of significant change ahead for New Zealand fire services. The outcome of the Fire Services Review will see the New Zealand Fire Service, National Rural Fire Authority and over 40 rural fire authorities amalgamate as one organisation, Fire and Emergency New Zealand, on 1 July 2017. The need for that change is emphasised within this Annual Report as we look at what has been a very busy year. It is evident our role is changing. The number of non-fire emergencies attended by firefighters has increased by 20% over the past five years. As we reflect on the year gone by, it is clear we are in a strong position as we move to a new way of working together as one organisation.

In this annual report we outline the progress made in 2014/15 towards achieving our vision, outlined last year, of "Leading integrated fire and emergency services for a safer New Zealand". In particular, we're highlighting the key programmes and priorities of safety, people, volunteer and brigade resilience, risk reduction and prevention, incident management, integration and medical response. Although a considerable amount of work remains to be done over the next few years, we are pleased to report the good progress that has been made in the last year as we build on the foundation that has been laid for the achievement of that vision by 2020.

During the 2013/2014 year, the Commission and the Fire Service developed and introduced a new Vision, “Leading integrated fire and emergency services for a safer New Zealand”. The vision sets a range of ambitious goals to be achieved by 2020 and is backed by an extensive programme of work. Members of the Strategic Leadership Team spent several months over the past year talking with staff and volunteers across the country about the thinking behind the Vision.

In 2012/13, the Fire Service was the subject of much political, public and media attention. This included the publication of the Fire Service Review Report and subsequent policy development. As well, we saw the Coronial Inquiries into the Christchurch Earthquake and the Royal Commission into the Pike River Mining Disaster. All made recommendations on how the Service can operate more effectively.
